Throughout the COVID-19 pandemic, shortages of scarce healthcare resources consistently presented significant moral and practical challenges. While the importance of vaccines as a key pharmaceutical intervention to stem pandemic scarcity was widely publicized, a sizable proportion of the population chose not to vaccinate. In response, some have defended the use of vaccination status as a criterion for the allocation of scarce medical resources. In this paper, we critically interpret this burgeoning literature, and describe a framework for thinking about vaccine-sensitive resource (...) allocation using the values of responsibility, reciprocity, and justice. Although our aim here is not to defend a single view of vaccine-sensitive resource allocation, we believe that attending critically with the diversity of arguments in favor (and against) vaccine-sensitivity reveals a number of questions that a vaccine-sensitive approach to allocation should answer in future pandemics. This book contains a representationalist theory of self-consciousness and of the phenomenal first-person perspective. It draws on empirical data from the cognitive and neurosciences.

How much information from experience does a normal adult remember? The “functional information content” of human memory was estimated in several ways. The methods depend on measured rates of input and loss from very long‐ term memory and on analyses of the informational demands of human memory‐based performance. Estimates ranged around 109 bits. It is speculated that the flexible and creative retrieval of facts by humans is a function of a large ratio of “hardware” capacity to functional storage requirements.

IT COULDBE CONFIDENTLYASSERTED in 1925 that Hume was "no longer a living figure." x Stuart Hampshire records that when he began his philosophy studies in 1933, Hume's conclusions were regarded at Oxford as "extravagances of scepticism which no one could seriously accept." 2 That virtually no Anglo-American philosopher would now share such opinions about Hume testifies not only to (...) the general change in the philosophical climate but, in addition, it reflects a transformation which has occurred in the interpretation of Hume's philosophy. In eitecting this transformation.much credit is due to the work of Norman Kemp Smith. Kemp Smith argued that preoccupation with Hume's empiricist heritage and his scepticism had blinded scholars to the fundamentally constructive intent of his philosophy, and, indeed, that only from the perspective of his positive achievement was it possible to grasp the nature and significance of Humean scepticism. This paper, in keeping with the basic orientation of Kemp Smith, sets out a central feature in the attempt to describe and assess Hume's constructive, nonsceptical point of view: Hume attributes to general rules "a mighty influence on our actions and understanding..." To discuss the "influence" of general rules requires an examination of their character and the various aspects of "action and understanding " in which such rules function. The other type of general rule, the discussion of which largely occupies this paper, functions to correct certain natural propensities which result in erroneous belief or action if permitted to operate unchecked. The same pattern, a natural tendency requiring correction by general rules, is exhibited in all three books of the Treatise, and can be said to represent one of the basic ingredients in Hume's account of human nature and experience. It is somewhat surprising that in a book which patiently discusses almost evcxy theme in the Treatise, Kemp Smith's study contains no discussion at all of rules. This is the more puzzling as Kemp Smith clearly recognized that by reflection the understanding supplies principles which are normative for the interpretation of experience.5 Our aim in this study is to discuss what for Hume these principles are, and, as far as possible, how they fit into the Humean account of human nature. A fuller understanding of the nature and function of such reflective principles is required to spare Kemp Smith's interpretation from a seeming inconsistency. This apparent inconsistency arises because Kemp Smith takes the slavery of reason to the passions as the "key" to his understanding of Hume, but then develops the view that for Hume reason/s a passion, in Hume's words, "a wonderful and unintelligible instinct." (179)6 The inconsistency disappears when it is recognized that Kemp Smith's account of Hume requires a more subtle and complex understanding of the role of reason than that suggested by the emphasis on the "slavery of reason" especially in the early parts of the book. The notion of a capacity in the sense of a power to bring about or undergo change plays a key role in Aristotle’s theories about the natural world. However, in Metaphysics Θ Aristotle also extends ‘ capacity ’, and the corresponding concept of ‘activity’, to cases where we want to say that something is in capacity, or in activity, such and such but not, or not directly, in virtue of being capable of initiating or undergoing change. This paper seeks to (...) clarify and confirm a certain view of how Aristotle wishes us to see the relationship between the two uses of ‘ capacity ’ and ‘activity’. To that end, I consider also Aristotle’s employment of the terms in the De Anima, which sheds light on the key examples which direct the discussion in Metaph. Θ. (shrink)

Late in a career of more than sixty years, Thomas Burch, an internationally known social demographer, undertook a wide-ranging methodological critique of demography. This open access volume contains a selection of resulting papers, some previously unpublished, some published but not readily accessible [from past meetings of The International Union for the Scientific Study of Population and its research committees, or from other small conferences and seminars]. Rejecting the idea that demography is simply a branch of applied statistics, his work (...) views it as an autonomous and complete scientific discipline. When viewed from the perspective of modern philosophy of science, specifically the semantic or model-based school, demography is a balanced discipline, with a rich body of techniques and data, but also with more and better theories than generally recognized. As demonstrated in this book, some demographic techniques can also be seen as theoretical models, and some substantive/behavioral models, commonly rejected as theory because of inconsistent observations, are now seen as valuable theoretical models, for example demographic transition theory. This book shows how demography can build a strong theoretical edifice on its broad and deep empirical foundation by adoption of the model-based approach to science. But the full-fruits of this approach will require demographers to make greater use of computer modeling [both macro- and micro-simulation], in the statement and manipulation of theoretical ideas, as well as for numerical computation. For ten years, 1971–1981, the Institute onHuman Values in Medicine (IHVM) played a keyrole in the development of Bioethics as afield. We have written this history andanalysis to bring to new generations ofBioethicists information about the developmentof their field within both the humanitiesdisciplines and the health professions. Thepioneers in medical humanities and ethics cametogether with medical professionals in thedecade of the 1960s. By the 1980s Bioethics wasa fully recognized discipline. We show the rolethat IHVM programs played in defining thefield, training (...) faculty and helping schools todevelop programs. We review the beginnings ofthe IHVM in the crucible of social andtechnological change that led to theestablishment of the IHVM's parentorganization, the Society for Health and HumanValues. We then turn to the IHVM programsthrough which Faculty members receivedfellowships to explore new crossovers betweenthe humanities and the health professions. Wehave not only described the Fellows Program asit existed in 1973–1980, but have completed asurvey of the fellows a quarter of a centuryafter they held their fellowships. We describeother IHVM programs designed to facilitate theinitiation and development of new humanitiesprograms, to explore conceptual issues betweenmedicine and five humanities fields, to conductissue driven or educational method conferencesand to advance humanities programs intograduate education through the Directors ofMedical Education. During the last thirty years both the social sciences and humanities in many countries have experienced a huge increase in student numbers, often directly related to national policies aimed at enlarging access to higher education for the majority of a generation. Although this evolution seems globally positive, it has also caused some specific problems within those disciplines, such as anthropology, which until recently led only to academic careers. In most European countries anthropological teaching has been predominantly research-oriented, that is rather (...) than ‘knowledge-oriented’ like disciplines taught in secondary education. In this paper, after having recalled some aspects of the teaching of anthropology since the 1950s, I would like to propose certain arguments for a discussion about the aims and means of teaching social sciences in general and anthropology in particular in the coming decades. Given the actual ‘dis-ease’ about this topic, this debate seems to becoming more and more inevitable. (shrink)

The hypothesis that perceptual mechanisms could have more representational and logical power than usually assumed is interesting and provocative, especially with regard to brain evolution. However, the importance of embodiment and grounding is exaggerated, and the implication that there is no highly abstract representation at all, and that human-like knowledge cannot be learned or represented without human bodies, is very doubtful. A machine-learning model, Latent Semantic Analysis (LSA) that closely mimics human word and passage meaning relations is offered as a (...) counterexample. (shrink)

The earlier volume in this series dealt with two religions of Indian origin, namely, Buddhism and Jainism. The Indian religious scene, however, is characterized by not only religions which originated in India but also by religions which entered India from outside India and made their home here. Thus religious life in India has been enlivened throughout its history by the presence of religions of foreign origin on its soil almost from the very time they came into existence. This volume covers (...) three such religions—Zoraoastrianism, Judaism, and Islam. In the case of Zoraostianism, even its very beginnings are intertwined with India, as Zoroastrianism reformed a preexisting religion which had strong links to the Vedic heritage of India. This relationship took on a new dimension when a Zoroastrian community, fearing persecution in Persia after its Arab conquest, sought shelter in western India and ultimately went on to produce India’s pioneering nationalist in the figure of Dadabhai Naoroji ( 1825-1917), also known as the Grand Old Man of India. Jews found refuge in south India after the destruction of the Temple by the Romans in 70 C.E. and have remained a part of the Indian religious scene since then, some even returning to Israel after it was founded in 1948. Islam arrived in Kerala as soon as it was founded and one of the earliest mosques in the history of Islam is found in India. Islam differs from the previously mentioned religions inasmuch as it went on to gain political hegemony over parts of the country for considerable periods of time, which meant that its impact on the religious life of the subcontinent has been greater compared to the other religions. It has also meant that Islam has existed in a religiously plural environment in India for a longer period than elsewhere in the world so that not only has Islam left a mark on India, India has also left its mark on it. Indeed all the three religions covered in this volume share this dual feature, that they have profoundly influenced Indian religious life and have also in turn been profoundly influenced by their presence in India. THIS paper is an effort to bring together two issues bearing on the moral philosophy of Hume. First, an effort will be made to interpret and clarify the role of general rules in Hume’s account of moral judgment. Second, the proper classification of the moral sentiments according to categories made familiar by studies in the philosophy of mind will be offered. The collective bearing of these two matters on the analysis of Hume’s moral theory will then be explored.

Human development is meant to be transformational in that it aims to improve people's lives by enhancing their capabilities. But who does it target: people as they are or the people they will become? This paper argues that the human development approach relies on an understanding of personal identity as dynamic rather than as static collections of preferences, and that this distinguishes human development from conventional approaches to development. Nevertheless, this dynamic understanding of personal identity is presently poorly conceptualized and (...) this has implications for development practice. We identify a danger of paternalism and propose institutionalizing two procedural principles as side constraints on development policies and projects: the principle of free prior informed consent and the principle of democratic development. -/- .
